A “frequently asked questions (pdf)” document, offers more details outlining what is considered a reusable bag and a recycled paper bag, who must charge the 5-cent fee, and other questions and answers.
–The 5 cents can be spent at the market or vendors discretion.
–Markets may accept single-use plastic bags that have already been used by one customer and reuse them with other customers (bag exchange).
